Tasks completed:
- Prepared the site’s Stormwater Pollution Prevention Plan and Notice of Intent (NOI) for issuance of coverage under the Multi-Sector General Construction Permit Program.
- Prepared the earth change permit application for the commencement of earth work for the construction of
warehouse storage facilities.

Tasks completed:
- Conducted an Environmental Phase I Assessment which was required for Plot No. 17-C Estate Hogensborg, St. Croix, USVI to establish if there was evidence that a release of oil and/or hazardous material (OHM) occurred at the site or that a threat of release exists.
- Procedures employed during this investigation were consistent with the guidelines presented in the America Society for Testing and Material (ASTM) Standard Practice for Environmental Site Assessment.
- Phase I Environmental Site Assessment Process (ASTM E1527-21) which utilized existing environmental information related to storage, release, treatment, or disposal of hazardous substances or petroleum products on-site and included the following components: Site reconnaissance; interviews; records review; and reports.

Tasks completed:
- Executed all tasks necessary to facilitate the issuance of a major land CZM Permit for the Hibiscus Beach Hotel
- Flora and fauna study
- Preparation of an environmental assessment report
- Preparation of major CZM application package
- Public hearing and decision meeting presentations, and agency meetings and follow-up

Tasks completed:
- Prepared and submitted “Use Variance Application” package
- Prepared and presented at DPNR public hearing and Legislature’s Committee of the Whole
- Provided technical expertise in support of a public awareness campaign to address public misinformation regarding the proposed block manufacturing activity.
Southland Gaming
Clinton E. Phipps Racetrack
Tasks completed:
- Reviewed applicable sections of the USVI Coastal Zone Management Act to provide guidance of permit modification processes and approval.
- Conducted discussions with the Offices of the Governor and DPNR Commissioner.
- Served as a Subject Matter Expert (SME) on the permit modification process and facilitated expeditious approval.

Propane Wholesale and Retail Facility
Tasks completed:
- Facilitated GVI Lease activities with the Department of Property and Procurement.
- Initial GVI discussion
- Preparation/Presentation of Legislative Testimony
- GVI and follow-up meetings/discussions Prepared and submitted “Use Variance Application” package
- Prepared and presented at DPNR public hearing and Legislature’s Committee of the Whole.

Tamarind Reef Hotel
Tasks completed:
- Provided technical guidance for CZM Notice of Violations
- Settlement negotiations.
- Successfully negotiated compensatory mitigation initiatives to facilitate a reduction of penalties and fines.
Christiansted Boardwalk (Phase One)
Christiansted, St. Croix
Tasks completed:

Conducted water quality monitoring during the construction of the Christiansted Boardwalk.

Daily sampling, testing, and reporting of temperature, pH, and turbidity (TSS and TDS) to ensure compliance with the projects Water Quality Certificate and CZM permit.
Integrated Solid Waste Management Planning
US Virgin Islands
Tasks completed:
- Developed a Comprehensive, Integrated Solid Waste Management Plan for the territory and an accompanying tipping fee schedule and implementation plan.
- The planning effort included a public education campaign and included the following landfill diversion strategies and waste treatment initiatives: Materials Recovery Facility (MRF).
